A Replicable Grassroots Capacity Building Plan： The Practice of the "Training-Validation-Competition" Model in the Field of Agricultural Product Quality and Safety in Taicang

Abstract：This article takes Taicang City in Jiangsu Province as an empiricalcase and systematically studies "trainingverification-competition" grassroots rapid testing capability enhancement system with its innovativeconstruction and continuous improvement since 2O22.The study provides a detailed analysisof thedesign logic，implementation path， andoperational mechanism of thesystem in systematically breaking the bottleneck of grassroots capabilities.This study notonly provides an experience summaryand practical reflection forthe Taicang model，but also provides asystematic solutionand theoretical reference for the systematic improvement of grassroots agricultural product qualityand safety supervision capabilities at the county level in China.
