Abstract： Under the "Healthy China" strategy and the 14th Five-Year Plan，food safety governance has shifted from outcome-based control to full-chainrisk management.The "farm-to-table"regulation inagricultural productcirculation is crucial.Although Chinahas establisheda"segmentedsupervisionframework through therevisedAgricultural Product Quality SafetyLawandFood SafetyLaw，practical implementationstillfaces isuessuch asunclearregulatoryresponsibilities， conflicting standards，informationsilos，ndweak grasrotsnforcement.Thispaperproposesoptimizationstrategiesfromthe perspectivesofcollaborative goverance，digital technologyempowerment，grassrootscapacitybuilding，andacountability mechanisms， aiming to provide theoretical support for a seamlessfood safety regulation system.
