Abstract： In order to standardize the measurement of new energy vehicle battery safety testing and improve the reliability and consistency of testing data，this paper systematically analyzes the current dilemmas and bottlenecks faced by the standardization ofbattery safety testing and measurement，and focuses on the study of the accuracy assurance of the testing equipment， testing environment parameter control， data quality assessment and other key technologies.In view of the standards system construction problems，it proposes the standards framework based on the“basic specification-testing standards-application implementation”thre-layer structure，establishes the horizontal synergyand verticalconvergence of the standards linkage mechanism，and explores the pathof standards internationalization and adaptive enhancement strategy，which is aimed at improving China’s new energy vehicle battery testing and metrology capabilities.
