Abstract： Grassroots democracy is an important manifestation of whole-process people'sdemocracy.The most direct political participation of the general public is mainlyatthe grassroots level，and the most intuitive feelingof being the masters of thecountry is also mainly at the grassroots level. Developing grassroots democracy is the essence of developing whole-processpeople'sdemocracy.Based onthe theoryofwhole-process people'sdemocracy，this article takesthe innovative practiceof grassroots democracy inNingboas the researchobject.Starting fromthebackground， significance，and development status，it analyzes and judges the characteristics in construction and standardization needs of current grassroots democracy. Based on the current standardization paradigm and feasibility verification of grassroots democracy of a city， it proposes a standardization path for continuously promoting grasroots democracy construction in the new eraand new journey.Itis intended to provide more beneficial explorations for regulating and developing inovative practice of grassroots democracy in Ningbo，and help promote the institutionalization， standardization，and proceduralization of grassroots democracy.
