标准化驱动：深圳统一社会信用代码数字治理实践路径

Abstract： The unified social credit identification （USCI），serving as a“digital ID card”for legal entities and organizations，features uniquenes，lifetime consistency，and compatibility.It is acore element in resolving identification challenges in digital governance and promoting data interoperability and business collaboration.This paper takes Shenzhen as a study object，and systematically reviews its practical experience inadvancing digital governance centered on the USCI， with a focus on key pathways such as standardization system construction， multi-scenario application innovation，and data-driven governance.The study reveals that Shenzhen has adopted a collaborative modelof“standards first-scenario breakthroughs-data-driven governance"，and establishedaregulatory framework from localstandards tonationalstandards.This approach has enabled thedeep integrationofthe USCI in areas such as government services，market regulation，and social governance，providing areplicable practice model for nationwide digital governance.
