推动标准技术服务机构特色地方化实践

——基于福建省泉州市某市场型标准化服务机构的案例研究

Abstract： As the process of high-quality national economic and social development advances，Quanzhou is paying moreand more attention to theroleof standards in promotingurbandevelopment.To contribute tothe application for the“City of Gastronomy”，Quanzhou puts forward the three-year action plan for developing standards on Quanzhou cuisine cooking skills.Since then，a number of regional standardization technical service agencies have ben deeply involved in the process，playing a distinctive role and easing the pressure on government-affiliated standardization technical serviceagencies.Basedona typical caseof localization of the characteristics ofamarketbased standardization technical service agency in Quanzhou City，Fujian Province， this paper analyzes the sources of problems suchas fragileecologyof the industrydiffculties incooperation，andfailureofcollaboration.Ittries toexplore the market-oriented path to promote the localization of the characteristics of standardization technical serviceagencies，and help the governance system of association standards and enterprise standards to transform from “administrative promotion”to “common governance and sharing".
