省级“双评价”地方标准实施效果评估实践

——以江西省为例

Abstract： Against the backdrop of reforms in the national territorial spatial planning system，evaluating the implementation efectiveness of provincial-level “dual evaluation” standards plays a crucial role in optimizing standards andenhancing the efciencyof territorialspatial governance.ThisstudytakesDB36/T1357-202，Technical Regulation for Evaluating Resources and Environment Carrying Capacity and Territorial Space Development Suitability，astheresearch object.An indicator system was established acrossthree dimensions，andanassessment was conducted using questionnaire surveys，expert consultations，and field research at implementation agencies.The findings reveal that while the standard has played a positive role in guiding local“dualevaluation”work，deficiencies persist in technical implementation，data sharing，and dynamic updating.Based on these findings，the study proposes improvementrecommendations，including enhancing the adaptability of technical methods，establishing data sharing and coordination mechanisms，and creating dynamic assessment and updating mechanisms. This research provides practical references for enhancing the implementation effectivenessof standards in the fieldof provincialterritorial spatial planning.
