城市管理领域地方性法规引用地方标准的可行性研究

Abstract： With the increasing complexityand refinement of urban governance，traditional governance models relying on institutional frameworks and administrative experience face significant challnges. Urban management，as a critical publicaffairdirectlyaffectingresidents’qualityoflife，requires more precise，professional，andenforceable institutional tools.This paper demonstrates that the citation of local standards in local regulations is not only practicallynecessrybut also institutionallyandoperationally feasible through theanalysis of theambiguityof urban management systems，the challenges in local legislation，and the advantages of local standards.
