AbstractUnderthebackdropofdigital transformationand thedevelopmentofnew liberalarts,the practical teaching of public administrationfaces chalengessuchasthelackofpracticalsenarios,gaps instudentcompetencies,andthediscoect between industry and education.This article proposes a four-dimensional reform framework centered on technological empowerment and colaborative inovation—"Goals,Resources,Platforms,and Evaluation."Taking Xinjiang Agricultural Universityasacase study,itexploresthe transition fromtheory-dominated tocompetency-based practical teachingthrough enterprise-universitycollaboration i developing localized cases,designing a multi-tiered progresive currculumsystem, integrating"four typesofclassrooms,"andimplementingdynamicprocess evauation.Empiricalresearchdemonstratesthathis frameworkeectivelyancessents'policsiulation,ross-dominclaborationndiovativeecision-maisils. Itoffers replicable solutions forlocaluniversities to overcomeresource constraintsand deepen industry-education integration, providing valuable insights for the development of new liberal arts and educational digital transformation.
