Abstract The Output-Based Approach （OBA） drives learning by focusing on outcomes， guiding students from passiveabsorption toactive inquiry，and has gradualy become a crucial teaching method inuniversityEnglish instruction. Integrating OBA into university English teaching reform and establishing a diversified evaluation system are key to ffective assssment.Basedonthis， thearticle proposesspecific implementation strategies for incorporating OBA into universityEnglishteachingreform，along withanevaluation framework thatincludesmulti-dimensionalaessment， process-oriented evaluation，outcome assessment，and the washback effect.These evaluation methods enable teachers to promptly adjust instructional strategies and enhance teaching effectiveness.
