AbstractTo address the issues of unclear training objectives, disciplinary silos, disconnect between theory and practice, and insufficient digital literacy in the cultivation of public administration graduate students at medical universities, this study takes Xuzhou Medical University as a case to explore practical pathways for advancing educational modernization under the framework of the "NewLiberal Arts". A three-dimensional "integrated training" framework was established: atthe knowledge level,a modular curriculum map combining medicine, management, and technology was developed; at the stakeholder level, a collaborative education mechanism involving universities, government, and healthcare institutions was constructed; and at the competency level, practical training was strengthened through the useof virtual platforms and AI asistants. The results show that this model significantly enhancesstudents'interdisciplinaryanalyticalabilities, policysimulationskils, andsatisfactionwith students'ractical competencies from internship organizations, providing valuable insights for medical universities in implementing educational modernization and contributing to the "Healthy China" strategy.
