AbstractInresponse totheteachingpainpointsof abstracttheory,disconnected practice,and insuffcientstudent participation inthe management operations research course,this article introduces the Outcome BasedEducation (OBE) conceptandconstructsanonlineandoflineblended teaching modeof"three-level goalreconstructiondual track linkage multipleevaluationloop".Byeversedesigningprogressvegoalsforknowledge,abilityndliteracyintegratingtedual track teaching processofonline precise empowerment andofline deep practice,and establishingan evaluation system thatcombines processevaluationandfinalevaluation,thismodelasbeenverifiedthrough teaching practice toeffectively enhancestudents'abilities inmodelconstruction,softwareapplication,andpracticalproblem-solving,providingafeasible path for the reform of teaching in management courses.
