AbstractInresponse totheteachingpainpointsof abstracttheory，disconnected practice，and insuffcientstudent participation inthe management operations research course，this article introduces the Outcome BasedEducation （OBE） conceptandconstructsanonlineandoflineblended teaching modeof"three-level goalreconstructiondual track linkage multipleevaluationloop".Byeversedesigningprogressvegoalsforknowledge，abilityndliteracyintegratingtedual track teaching processofonline precise empowerment andofline deep practice，and establishingan evaluation system thatcombines processevaluationandfinalevaluation，thismodelasbeenverifiedthrough teaching practice toeffectively enhancestudents'abilities inmodelconstruction，softwareapplication，andpracticalproblem-solving，providingafeasible path for the reform of teaching in management courses.
