Abstract: This paper focuses on the national development strategy and addresses the practical need to cultivate top-tier, innovative talents capable of conducting comprehensive governance of mountains, rivers, forests, fields, lakes, and grasslands. In response to issues such as the separation between teaching and research, the disconnect between teaching modes, and the lack of teaching guidance in contemporary practical teaching systems, the "Teaching-Research-Practice-Belief Integration" education model for water conservancy professionals has been developed. This model is based on teaching, driven by research, guided by practice, and led by belief, with the four elements working in synergy, coordinated and interconnected. The study has achieved integration between science and education, successful practice in the transformation of results, and has provided direction through belief, thereby improving the teaching system for ecological civilization construction. The model has advanced the reform of the teaching system and been applied to practical teaching. As a result, it has earned recognition as a "10-year Typical Case in MOOCs" and established the Virtual Simulation Experiment on the Evolutionary Process of Typical Geological Landforms in the Yanshan Movement as a national first-class virtual simulation experimental teaching course, along with the "Soil Erosion Principles" as a national first-class undergraduate course. This has ensured the cultivation of top-tier, innovative talents for ecological civilization construction in the new era of China, from "understanding mountains and rivers" to "governing mountains and rivers."
