Abstract: Based on the core characteristics of the specialized course of High-speed Railway Passenger Transport Organization, this paper systematically explores the integration path of the Project-Based Learning (PBL) mode and the instructional design of undergraduate-postgraduate education integration. Firstly, connotation and advantages of the PBL mode is analyzed, and the goal gradient, content gradient and form gradient between the undergraduate and postgraduate stages is clarified. On this basis, a logic of seamless connection of undergraduate-postgraduate education featuring goal cohesion, content correspondence and form coordination is constructed. With complex engineering projects as the carrier, a hierarchical teaching approach is established, which supports undergraduates to recognize cognitive constraints and develop practical thinking, and enables postgraduates to break through such constraints and strengthen practical competence. A stepped PBL teaching scheme covering the basic level, advanced level and innovative level is designed, and a comprehensive evaluation system with full consideration of process performance, teaching quality and adaptive applicability is built. In addition, the implementation guarantee mechanisms are put forward from the perspectives of academic tutors, teaching resources and institutional support. The research results provide theoretical support and practical schemes for realizing the integrated cultivation of professional knowledge, practical skills and comprehensive literacy for the major of High-speed Railway Passenger Transport Organization, as well as the seamless connection of the talent training chain between undergraduate and postgraduate education.
