机制引领下人才培养卓越质量文化构建与实践

——以西南交通大学土木工程专业为例

Abstract: Currently, although China has largely established a higher education quality assurance system, relying solely on technical measures can no longer meet the requirement of "high-quality" development. Promoting a shift from quality assurance to quality culture has become essential for the sustainable improvement of teaching quality. The School of Civil Engineering at Southwest Jiaotong University, since 2018, guided by the OBE philosophy of "student growth and development at the center" and supported by the "First-Class Exemplary Reform Initiative" and multiple teaching reform projects, the school has systematically explored an excellence-oriented quality culture characterized by "mechanism-driven, supervision-integrated, and full participation throughout the entire process". By establishing a four-tier quality assurance loop involving the university, school, department, and course levels, and by implementing reforms such as position allocation based on teaching needs, the course coordinator system, and digitalized process evaluation, the school has effectively stimulated teachers' intrinsic motivation to pursue excellence and fostered a student-centered learning environment in which students actively compare, compete, and strive to improve. These efforts have enabled a fundamental shift from passive administrative control to conscious cultural self-regulation.
