Abstract：Thenewerademandsadministrativeprofesionalswithadvancedcompetencies，andgraduateeducationmust contributetothemodernizationofnationalgovernance.Thisstudydevelopsanintegratedfour-cyclemodel-caseteaching， problem-basedpractice，casecompetitions，andresearchprojectstailoredtothediscipline'scharacteristicsandtalentnds， aimingtofosterdeepintegrationofteaching，research，practice，andinovation.Groundedindisciplinarydevelopmentrealities， theresearchexplorestheteoreticalfoundations，operatioalmechanisms，adimplementationrategiesofthismodel，proposinga systematicapproachthatleveragescaseandprojectrepositoriesasfoundationalpilars，problem-drivenmethodologiesasthecore thread，and multi-stakeholder collaboration asthe driving force.
