Abstract： This article starts from the technical principles of electromagnetic radiationand analyzes the typical reactions oftepublictotheconstructionofbasestations，aswellastheir psychological，propagation，andinstitutional causes.On this basis，various technical avoidance strategies including intelligent site selection，covertconstruction， low-power distribution，beam control，etc.were proposed to provide reference forseeking a balance between base station deployment and public acceptance.
