Abstract： Government cloud is thecore of smart cities，the support of digital government，and the focus of new infrastructure. With the continuous expansion of the cloud computing market and cloud services，the construction mode of government cloud has shifted from self built to purchasing cloud services.The focus and challnges faced by government cloud construction and management have also changed accordingly.This article introduces government cloud and cloud services，sorts out the needs and chalenges of government purchasing cloud services，and explores and studies the model of government cloud purchasing services.
