Research on the Deployment Practice of Government Intelligent Systems Based on a Fully Indigenous Tech Stack: A Case Study of the Zunyi City's Xinchuang Cloud Platform

Abstract: This study takes the deployment of the DeepSeek intelligent platform in the Zunyi municipal government system as a practical case to explore the technical roadmap and innovative practices of localized large language model (LLM) deployment within a domestically developed Xinchuang (information innovation)environment. By building a ful-stack technology ecosystem based on the Unity Operating System(UOS)and Ascend AI procesors, keycapabilitiessuch ascontainerizeddeploymentinoflineenvironmentsandcross-architecture model migration have ben achieved.These innovations offer a secure and controllable solution to support the intelligent transformation of government systems.
