Abstract:Withthecontiuousprogressofdigitalgovemmentconstructionoreandmoreinnovativedigitalgovernmenttermsthatreflectthecharacteristicsofthedigitalgovermenterahaveappearedoneafteranotherandhavebeenwidelyusedinadministrative practice.Newdigitalgovermmenttermssuchas“dataelement”“intellgentcollboration”and“digitalempowerment”notolyhave thefunctionofconveying meaning,butalsocanshapethevalueorientationandcodeofconductofleadingcadresinvisibly.Basedon this,thisarticlesudieshostandardieddigitalgovermenttersafectteicalbhaviorofleadingcadresfromeperspctiveof refinedinstitutioaleticalvaluesivolvedinteprocessofpromotingdigitalgovermentters,ndfinallyomestoheocsion thatitisncessarytopromotethestandardzationofovementtesstandardsbyestablisingapreciseandrefineddigitalgovement system ethical discourse system to promote the precise development of leading cadres’ ethical behavior.
