Abstract: In the procurement and acceptance stages of current 10～35kV power cables ,widespread acceptance disputes and contract disputeshavearisen withintheindustryduetodifering interpretationsoftheterm“nominaloverlapratiobetweencoppertapes”as specified in GB/T12706.2—202O“Rolled InsulatedPower Cables and Their Accessories for Rated Voltages from 1kV（ Um= （20 1.2kV）up to 35kV(Um=40.5kV)—Part 2:Cables for Rated Voltages from 6kV （ Um=7.2kV ）up to 30kV （ Um=36kV )". This paperprovidesasystematicanalysisfromthreecoredimensions:tracingthetechnicalstandardsdeconstructingpracticalapplication conflits,ndonstructingomplatsolutionpathaysCombningteurentstadardstemandtypicalass,itemosateat withinthenationalstandardframework,thedefinitionof“nominaloverlapratiobetweecoppertapes”isuniqueandequivalenttothe "averageovelaatiooforpes”ithhisinterpeationposeingmandatorydngforceIfgridompaieseedtoiseac ceptancethresholdsbasedonoperationalsafetyrequirements,theymustclarifysuchrequirements by“establishing enterprise standards”or“signingspecifictechnicalagements”inalyispapeconsructsacomprehensivframeworkcovering“standardinterpretation-riskavoidane-disputeresolutio-testinguniformity”,providingactionablegudanceformaufacturers,testingagencies,nd purchasers to help resolve industry disputes caused by terminology interpretation.
