Abstract：Thispaperanalyzesissuesintraditionaleducation，includingthedisconnectbetweetheoryandpractice，and introduces thethreecore principlesof the Outcome-BasedEducation（OBE）approach.Basedon OBE，thestudyproposes practicalmeasuresintheenergyandpowerengineeringcourseMeasuringandTestingforThermalEnergyEnginering，including student-enteredgoalseting，integrationoftheoryandpractie，adiversifiedevaluationsystem，andenhancedinovative education.Thesemeasuresareexpectedtoimproveteachingqualityandstudentcomprehensiveabilties，providingusefulinsights forthe reform and practice of energy and power engineering courses in Chinese colleges and universities.
