From “Physical Aggregation” to “Chemical Reaction”: The Paradigm Evolution of “One-Stop Student Communities” in Colleges and Universities
—A Literature Review Based on the Series of Briefings by the Department of Ideological and Political Work of the Ministry of Education (2022–2025)

Abstract: Through a systematic review of the series of briefings issued by the Department of Ideological and Political Work of the Ministry of Education, this paper reveals the evolutionary trajectory of the construction of “one-stop student communities” in Chinese colleges and universities between 2022 and 2025—from emergency response to normalized development and from pilot exploration to full-coverage promotion. On this basis, the paper identifies three dimensions of paradigm shift: the transition of Party building leadership from “organizational coverage” to “governance embeddedness”, the transformation of team engagement from “grassroots deployment” to “collaborative education”, and the evolution of digital empowerment from “technological intervention” to “subject activation”. Theoretically, the paper interprets the essence of this transition as a shift from “physical aggregation” to “chemical reaction”. It argues that the “three-step advancement” is not merely a temporal policy evolution but also reflects a deeper transformation in the higher education paradigm—from a management-oriented approach to a student-centered one.
