A Study of the Gansu Provincial Hospital During the Nanjing National Government Period

Abstract: The Gansu Provincial Hospital was a public hospital established by the government during the Nanjing National Government period. It was both the government's response to epidemics and public opinion, and the outcome of the Ideological trend of “saving the nation through health and hygiene”. This paper argues that in Gansu, a region characterized by its remote geographical location, economic impoverishment, and acute shortage of medical resources, the establishment of the provincial hospital provided strong support for the development of local public health undertakings. The hospital explored a fee-charging system that combined regular consultation, free consultation, special consultation, emergency consultation, and home-visit consultation, while also waiving or reducing fees for the impoverished. To a certain extent, this met the medical needs of the general populace. However, factors such as inadequate funding, a shortage of qualified personnel, limited scale, official corruption, and successive years of war led to unsatisfactory operational outcomes for the provincial hospital, eventually plunging its development into a predicament. The obstacles and difficulties encountered in the establishment of the Gansu Provincial Hospital not only reflected the problems facing the development of public health in modern Gansu, but also mirrored the predicament confronting Gansu's overall development.
