Awakening "Silver Energy":

The Action Logic and Optimization Pathways of Elderly Participation in Community Governance from the Perspective of Active Aging

—A Case Study of the “Neighborhood Festival” in Quanhe Subdistrict, Huairou District, Beijing

Abstract: Current research on active aging tends to focus on macro-policy advocacy, often overlooking the specific action logic required to translate policy concepts into grassroots practice. This tendency makes such research susceptible to formalization. Taking the “Neighborhood Festival”, which has been held for twenty consecutive years in Quanhe Subdistrict, Huairou District, Beijing, as a case study, this paper systematically analyzes the operational logic through which this event promotes elderly participation via the mechanism of “health promotion—social participation—institutional guarantee”. Based on this, the study reveals three key advantages of the “Neighborhood Festival”: a “low-threshold” design that reduces participation costs, “role reconstruction” that fulfills value needs, and a “brand effect” that generates sustained mobilization. It further proposes practical pathways for optimizing elderly participation from three aspects: deepening the connotation of participation, strengthening resource linkages, and improving evaluation and feedback mechanisms. These findings offer feasible pathways for addressing the challenge of participation formalization and putting the concept of active aging into practice.
