Village-Level Formalism in Grassroots Governance: New Alienation, Generative Logic, and Governance Pathways

Abstract: Village-level formalism poses a prominent challenge in the modernization of grassroots governance. Based on an empirical study of 12 villages in a county-level city in East China, this paper employs the theoretical frameworks of “street-level bureaucracy” and “technical implementation” to identify four manifestations of alienation in village-level formalism: the involution of performance evaluations, irregularities in certificate provision, the superficiality of digital governance, and the emptiness of meetings. The study reveals that the generative logic stems from the distortion of goal transmission under a pressurized system, the imbalance of power-responsibility structure within the “administrative subcontracting system”, the alienation of technical implementation in digital empowerment, and the adverse behavioral selection caused by insufficient incentives and safeguards. In order to address these issues, governance should be systematically advanced across four dimensions: clarifying powers and responsibilities, performance evaluation, technical governance, and incentive mechanisms. Specific measures include establishing an access list for administrative tasks and a “township calls, county responds” mechanism, constructing a performance-oriented “non-intrusive” evaluation system, integrating digital platforms and introducing negative lists, and improving fault-tolerance and capacity-building mechanisms, so as to provide theoretical support and practical references for alleviating burdens on grassroots units and enhancing governance efficiency.
