On the Coordinated and Interactive Mechanism of Consultative Democracy at the Grassroots Level

Abstract: Establishing and improving a coordinated and interactive mechanism for grassroots consultative democracy is both a vivid practice of whole-process people's democracy at the grassroots level and an inevitable requirement for advancing the modernization of China's national governance system and governance capacity. This paper first outlines the principles that the coordinated and interactive mechanism of grassroots consultative democracy should follow. In light of the practical problems encountered, it then explores pathways to improve this mechanism from four aspects: the issue selection mechanism, the participant cultivation mechanism, the platform building mechanism, and the outcome application mechanism. The aim is to provide theoretical support and methodological reference for grassroots governance.
