DrawingofourpilotcassinHubeiProvie，thispaperevealstheinteallogicoffctivelandfragmentatiogoveane：coutlevel resourceintegationualgoalsoffoodserityandfaers’incomegrowthebuldingvilgecoltivecapacityasteeyloost propertyrightsconsolidationasthecore，and“largesmallcompatible”moderatescaleoperationsasthestandard，oferingpractical pathways toward coordinated and balanced farmland utilization.
