Abstract：TheIndianOceanCommision（IOC）isaregionalcooperationorganizationintheSouthwestIndianOcean，comprisingfour islandnations：adagascarMauritus，Seychells，andComoros，along withtheFrenchteritoryofReunion.Tispaperargueshatits establishentwasgroudedinhembersates’sharedaritieeopoliticalidenityFrenchlngusticndcoloialstocaliage thepotentialforblueconomicdevelopment，andthepracticalnedtojointlyadressclimatechange.Toovercomeitsgeopolitical marginalization，theIndianOceanCommissionhasleveragedmaritimespace，sealanes，andoceanresourcestodevelopadistinctive marine-orientedrgionalintegratonmechanismstablishngfoustrategicdevelopentaestatprioritizearitiesecurityadteblue economyIthasctivelypursuedinternationalcooperationwiththEuropeanUnion，rance，IndiaandChina，fostering theostruction ofaregionalcommunitywithasharedfutureandservingasanimportantpracticeforsmallislandstatesinexploringindependent development paths.
