Abstract：TheruleoflawisakeymeasurefortheprotectionofTurpanasafamoushistoricalandcuturalcityLegalprotectionofa famoushistoricalandcralcityorbutstouluralitagepreseatiocooicevelopent，nderngtheigofc unity.Existinglwsandregulationsconceingfamoushistoricalandculturalcitiesprovideasolidlegalguaranteefortheprotectionof TurpanassuchacityHoweverdeficienciesininthelegalsste：tesupervisionmechanismisstilliadequate，andtedistictie characterofthisfamoushistoricalandculturalcityisatriskoffading.ThispaperarguesthatTurpanshoulddrawonthelegisltive experienceofsteriiexerciseitscallegislativepowerfexiblyandimprovitslegalsupervisionmehanism，soastoancete level of legal protection for its status as a famous historical and cultural city.
