On the Trend Changes of China-Related Bills in the U. S. Congress from the Perspective of Legislators’ Behavioral Motivations

Abstract:Basedolegislativedatafromthe93rd to118thU.S.Congreses，thispaperfinds thatthenumberofChina-relatedbils andtescaleofparticipatinglegislatorshavesurgedtrendilywiththeaveragepasageratesignificantlyhighertanthecogesioal average,andteproportiooffresenlegslatosamongparticipantsinCinarelatedssushasotiudtoiseinrecentyaBsed onananalysisofRationalChoiceTheory，thisphenomenonrepresentsanactiverationalchoicemadebylegislatorsinthecontextof declininglegislativeectiveness，athrtanameegeoolialeactionIsoredivingfctoriesineactthatCinelatedisu, characterizedbyhighbipartisanconsensusandstrongpolicalatention，possessa“highretur”feature，atractingalargenuberof juniorlegislatostosesftieeasfcculatinglialapital.Aodinglyoogidicaorsg “billvisibity”，"legislatiespace，“sucssrate，d“nefceide”isonstuctedtprovideframeworkfotdamicalyis of trends in China-related legislation.
