（ScnOUl ol Kalway Engmeeiig， Wunan Kalway vocauonal Conege ol lecmnoiogy， Wunan， Huvcl 450205） AbstractOn the basis of summarizing the digital competence structure of higher vocational teachers，this paper proposes a four-layerrestructuring frameworkof digital competence， including technical toollayer competence，teaching methodlayer competence，resource management layercompetence，andevaluation and feedback layer competence.It also constructs a generation mechanism of higher vocational teachers'digital competence structure from four dimensions： individual，organization，system，andtechnology.Specifically，itfocuseson individual empowerment tostimulatethe interal motivation for teachers'digitalcompetence generation; strengthens organizational support to build apractical platform for teachers'digitalcompetencegeneration;improves institutionalmechanisms tooptimize thepolicysystem for teachers'digitalcompetencegeneration;andtakes technologyasthedriver tostrengthenthe technicalsupportforeachers' digital competence generation.
