(ScnOUl ol Kalway Engmeeiig, Wunan Kalway vocauonal Conege ol lecmnoiogy, Wunan, Huvcl 450205) AbstractOn the basis of summarizing the digital competence structure of higher vocational teachers,this paper proposes a four-layerrestructuring frameworkof digital competence, including technical toollayer competence,teaching methodlayer competence,resource management layercompetence,andevaluation and feedback layer competence.It also constructs a generation mechanism of higher vocational teachers'digital competence structure from four dimensions: individual,organization,system,andtechnology.Specifically,itfocuseson individual empowerment tostimulatethe interal motivation for teachers'digitalcompetence generation; strengthens organizational support to build apractical platform for teachers'digitalcompetencegeneration;improves institutionalmechanisms tooptimize thepolicysystem for teachers'digitalcompetencegeneration;andtakes technologyasthedriver tostrengthenthe technicalsupportforeachers' digital competence generation.
