Abstract： The report of the 2Oth CPC National Congress emphasizes"deeply implementing the strategyof talent education"and "upholding the principle that science and technology are the primaryproductive forces，talent the primary resource，and innovation the primary driving force"， providing fundamental guidance for cultivating highly skilled talents in thenew era.Guided bythe guiding principlesof the 2Oth CPCNational Congres，and basedon the strategic positioning of the "Three highlands and four new misions" in Hunan Provinceand the development needs ofitsadvanced manufacturing industry，this paper systematically explores the integrated paths for training onsite engineers.Starting fromthe strategic perspectiveof integrating "education，scienceand technology，and talent，" the research constructs a comprehensive competency model for on-site engineers centered on "political literacy+ technical skills+innovative qualities"；Itproposesafour-dimensional integrationmechanismof "Party building guidance-policy coordination-school-enterprise integration-clasroomrevolution" to promote the restructionof the talent training system; Italso emphasizes fosteringa "craftsman spirit"and"model worker spirit" as value guides to stimulate students'intrinsic motivation.This research provides theoreticalsupport and practical paths forbuilding a national important advanced manufacturing highland in Hu'nanand implementing the strategy of building a manufacturing power.
