Abstract: Under the global acceleration of energy transition and the "Double Carbon" Goals, offshore wind power is a clean and renewable form of energy, and its development and construction are entering a new era of rapid development. However, its development and construction also face problems such as harsh marine environment, high difficulty in construction and operation, and high cost. The Port Navigation and Coastal Engineering major has a complete set of core technologies in marine resource development, coastal protection, hydraulic structures, dredging and filling, hydrology and sedimentation, etc. It can completely break the dilemma of offshore wind power development and construction, promote the large-scale, efficient and sustainable development of offshore wind power, and play a huge empowering role in the development of offshore wind power. This article discusses the role and prospects of empowering offshore wind power in port, waterway, and coastal engineering from aspects such as site selection planning, infrastructure design and construction, transportation and installation of large components, construction and support of operation and maintenance homeports, mitigation of environmental impacts throughout the entire lifecycle, and integration and application of cutting-edge technologies in the future. Relevant issues are analyzed and illustrated through practical case studies.
