Abstract：Thispaperaims toexplorethefunctionalarchitectureoftheprovincial-levelcarboninclusionplatform，focusing onhowtheplatformcanpromotelocalgreeandlow-carbontransformationandsupporttherealizationofthe"DoubleCarbon" goals.Byanalyzingthepracticepathof HenanProvince，thepaperproposesafunctionaldesignandimplementationframeworkof theplatformwiththeparticipationofmultipleentities.Usingcaseanalysismethodandcombinedwiththepracticeofcarbon inclusiveplatforminHenanProvince，thecorefunctionalmodules，technicalsupportandoperatingmechanismsoftheplatform arediscussed.Throughmeanssuchasdataintegrationcarbonaccoutingandincentivemechanisms，afull-processclosedloop functionalarchitecturemodelwasresearchedandconstructed.ThesucesfulapplicationoftheCarbonInclusivePlatformin HenanProvincehasprovidedvaluablepracticalexperienceforotherprovinces，andfurtheroptimizationofplatformfunctionswil helpimprovecarbonemisionreductionefectsandpromotethein-depthdevelopmentofgrenandlow-carbontransformation.

在"3060”目标持续推进的政策背景下，倡导全民减排的碳普惠机制已成为推动需求侧碳减排的有力抓手碳普惠通过量化公众日常低碳行为的碳减排量并换算为碳权益积分，累积到个人碳账户中，利用碳权益积分的金融属性在全社会系统内进行流通，从而获取商业激励、政策激励和交易激励的一种机制。（剩余6940字）
