Abstract：The implementation ofthenew revised Religious Affairs Regulations （hereinafter referred to as the new Regulations） cannot copy the previous experience and methods since itwas implemented in 2018.If the former mechanismcontinues to remainthe comprehensive implementationofithenew Regulations，there arecertaindifficulties，which cannot reach the last kilometerofrural religious governance.Firstly，the article constructs anew mechanismto implement the new Regulations in therural religious governance in ethnic areas fromlogical approach，and then it explains the operation mechanism of the new mechanism.Finally，itdraws great enlightenment from the breakthrough and expansion of the new Regulations，and analyzes the expansion of the space of rural religious governance system andithe subject of power allocation
