Abstract：Under the strategic frameworkofJiangsu Province's“1+3”Functional Zones，theJianghuai EcologicalEconomicZone（JEEZ），asapivotal region，confrontsdualimperativesofecological restorationandindus trialtransformation.Basedonananalysisofthecurrent industrial developmentstatusintheJEEZ，this study constructsacomprehensiveevaluationindexsystemfor high-qualitygreenindustrydevelopmentand employs theentropyweight methodtoquantitativelyassess the green industrydevelopment levelsof cities withinthe JEEZ from2014 to 2023.The findings reveal significant spatiotemporaldisparitiesin high-qualitydevelopment，characterized by uneven progress across cities，low industrial hierarchy，structural contradictions， andambiguous regional divisionoflabor.Toaddressthesechallenges，this paper proposes targeted strategies：establishinga cross-regional coordination mechanism，strengthening top-level industrial planning，innovatingcollaborative governanceframeworks，fosteringasynergistic green industrial system，and optimizing spatial-industrial allocation.Theserecommendations aimtoinject new momentum intothe high-qualityde velopmentofgreen industriesintheJEEZ，providingactionableinsightsforpolicymakers toachieveecological and economic synergy.
