Abstract：The pilot policy for low-carbon cities plays acrucial roleinfacilitating the upgrading of China's industrial structure.Utilizing panel data from4lcities withintheYangtze River Deltaregion spanningfrom 2007 to 2021，this paper conducts anempirical analysisemploying a progressive difference-indifferencesmodel toinvestigatetheeffects oflow-carboncitypilotpolicies onurban industrial structure enhancement.Thefindingsindicatethatthesepilotpolicies significantlyadvancethe industrial structure upgradeinthedesignatedcitiesoftheYangtzeRiver Deltaregion，withresultsremainingrobustaftervarioustestsforreliability.Heterogeneityanalysisrevealsthat whilethelow-carbon citypilot policy has markedlyimprovedindustrial structuresinnon-YangtzeRiver Deltaurbanagglomerations，itdoes not exerta significant impact on those within the Yangtze River Delta urban agglomeration.
