Abstract：Theconceptofthe“People’sCity”wasformallproposedin2O15asanewsubjectforurbandevelopmentin China’snew era.ItstheoreticalfoundatiosaredeplyrotedinMarxistOutlokonCitiesadOutlooontheeople.TeMarxistOutlooonCitishols thattheessenceofciessipeoleenteredness，eirfuntiosarediverseteirdrivingforestemsfromproductivefor，dthr utimategoalisurbanuralintegaio.eanile，MarxistOutlokonthePeopleempasizestathumas，astesuofsocialelatios， achieveultimatefredomandcomprehensivedevelopmentthroughtheirowneforts.Buildingupontheseprinciples，teteoreticalsysteof the“People’sCity”isostructedwithtrecomponents：thudamentaltenetof“Citisuiltythepeoplendforthepeople”；thedevelopmentalbjectivesofhigqaltyproductieforcesandratioaladjustmentofsocialrelatios;andepracticalpathwaofaligingban funtionaldevelopentwihpople'sdssedoistoreticalfamek，pacticaliplemetationrategsitildi theprincipleof“Citisbuiltbytepeopleandfortepeople"；pursuinghigqalityproductieforcesathepriaryjective;levaging urbanagglomeration development asan important opportunity；and advancing urban-rural integration as the ultimategoal.
