Abstract：ToaddresstheshortcomingsofthetraditionalcentralizedaudioandvideosysteminJiangxi EarthquakeEmergency CommandCenter，suchashighriskofsinglepointfailure，limitedscalabiltyandflexibility，andinsuficientinformationsharing capabilies，thispaperitroducesthedistributedsystemindetailandclifiesthenecesityofitsconstructionanddesigste distributedaudioandvideosystemofJiangxiProvinceEmergencyCommandCentertorealizecrossfloorearthquakeemergency videodispatchandlong-distancesignaltransmisson，whichgreatlyimprovestheintellgenceofearthquakeemergencycommand and dispatch and enhances emergency service guarantee capabilities.
