Abstract: To select a construction plan that takes into account both low-carbon environmental protection and structural safety, a comprehensive evaluation method based on ANP-EWM-VIKOR is proposed. Through literature research in the fields of carbon emission calculation and tunnel structural safety evaluation, a three-level, five-dimensional comprehensive evaluation system and index benchmark covering quality, progress, cost, safety, and low-carbon are established. The combination weights are calculated using the Analytic Network Process (ANP), Entropy Weight Method (EWM), and Game Theory (GT), which compensates for the shortcomings of a single weighting method and avoids overly subjective or overly objective evaluation results. The Multi-Criteria Optimization and Compromise Solution (VIKOR) method is used to evaluate the construction plans, making the evaluation results more scientific and accurate.
