Abstract: With the acceleration of urbanization, the redevelopment and utilization of industrial legacy land is becoming increasingly frequent, and the potential risks of soil and groundwater pollution to human health cannot be ignored. This article takes a plot of land in Minhang District, Shanghai as the research object. By identifying pollutants of concern (fluoride, perfluorooctanoic acid, chloromethane) and combining them with the planned land type, exposure assessment, toxicity assessment, and risk control value calculation are carried out in accordance with the HJ 25.3–2019 "Technical Guidelines for Soil Pollution Risk Assessment of Construction Land". The results showed that the risk control values for perfluorooctanoic acid and fluoride in soil were 0.076 mg/kg and 1 940 mg/kg, respectively, and the risk control values for perfluorooctanoic acid and chloromethane in groundwater were 7.17 mg/L and 23.3 mg/L, respectively. This study provides a scientific basis for the subsequent pollution control and land use of the plot.
