Abstract： Under the "dual carbon" goals and the innovation-driven developmentof green technology，the greenand low-carbon developmentofportsupplychainsisofgreat significance.TakingtheportsupplychaininJiangsu Provinceastheresearchobject，this paper examins keyconstraintstoitsgeenandlowcarbndevelopmnt fromthreeperspectivs： nfrastructure，managementodeland resourcecordiation.Acordinglythispaerproposesdevelopentstrategiesfortreaspects：eveaingeergyndioaie technologies asthefoundatiotopromote thegrenupgradingofportfcilitisandoptimizeenegystructuresandequipmentalocation; focusing on digital empowermenttobuildanintelligentsuplychain management systemandenhanceenergyeficiecy montoring andcarboneisionontrol;takngtesustaabledvelopetastegoaltoimproveidustriallaboratinmehasmsddance theimplementationof greenprocurementandcirculareconomymodels.Theresearchholdsthat promotingthegreeandlowcarbon development ofthe port supplychainin Jiangsu Province not only supports the achievementof regional "carbon peaking and carbon neutrality" goals， but also provides a solid foundation for the high-quality development of the port economy.
