Abstract:Newformsofemploymenthavegivenriseto“incompleteemploymentrelationships”betweenplatformsandworkers.This employmentrelatioshiplesetweenstadardlaborrelatiosndcivillaborserviceelatiosips,andiscaractedbyothfoalfleibilityandsubstantivecontrol.Currentlytheprotetionoftheirightsesproblmsincluding“disjointedocialseuritycotiupstreamflureoftiepowrdstream,dvergceinjdicialdudicatioowstrea”.ddresstsesusstialy itisnecearytoeconstructamulti-teredgoveancesystemTisinvoles:updatingtesocialscuritynetworkupstreamyipleen tingmandatorybasicprotectioslongsidemarketbasedsupplements;safegardingwokers’ighttoiforatioandcolctiveining midstream;andclarifinglegalrulesiletrengtheningadjudicationgudancedowstream,therebyguidingteealthyandlogtede velopment of new forms of employment.
