Abstract：Newformsofemploymenthavegivenriseto“incompleteemploymentrelationships”betweenplatformsandworkers.This employmentrelatioshiplesetweenstadardlaborrelatiosndcivillaborserviceelatiosips，andiscaractedbyothfoalfleibilityandsubstantivecontrol.Currentlytheprotetionoftheirightsesproblmsincluding“disjointedocialseuritycotiupstreamflureoftiepowrdstream，dvergceinjdicialdudicatioowstrea”.ddresstsesusstialy itisnecearytoeconstructamulti-teredgoveancesystemTisinvoles：updatingtesocialscuritynetworkupstreamyipleen tingmandatorybasicprotectioslongsidemarketbasedsupplements；safegardingwokers’ighttoiforatioandcolctiveining midstream；andclarifinglegalrulesiletrengtheningadjudicationgudancedowstream，therebyguidingteealthyandlogtede velopment of new forms of employment.
