Abstract：Revealing the formation of emergency response mechanismbased on the perspective of emergency informationisofgreatsignificanceinenhancingtheabilityofemengencyresponse subjectstodeal withemergenciesinthe whole process.Thecase study method is usedtoreviewthe emergencymanagement practiceof Gansu Province in three stages，i.e.pre-disaster prevention and earlywarning，disasterrelief and mitigation，and post-disaster restoration and reconstruction，taking the“12-18”earthquake in Jieshishan County ofGansu Province as anexample.By extracting emergencyinformation and constructing emergency mechanism and exploring the reasons forthe formation of emergency mechanism，the following conclusionsare drawn： emergency information is the core basis for the formation of emergency mechanism，and emergency mechanism is thepractical embodimentofthevalueofemergencyinformation；the formationofemergencymechanismliesin the emergency response concept，management system，organizational principles and leadingiforces.Based on the perspectiveof emergency information to improve theeffectivenessof China‘s emergency management，we should consider the establishment of anall-round awareness of the responsibilityof emergency response，the enhancementoftheimportanceofemergencyinformation，thestrengtheningof theunderstandingof emergency response，and the exertion of China‘s emergency response characteristics and advantages，so as to realize therequirements for the modernizationof the national governance system and governance capacity.
