Abstract：Buildinga high-quality，high-level，andefficientinternationalaviation huband international cruisehomeportisanessentialpathway for Shenzhen tobecomeaglobalbenchmark city.Howtoachievecoordinated development between Shenzhen Airport‘s international air routes and cruise tourism has emerged as a criticalissuerequiringurgent resolution.Currently，the foundationalcoordinationbetween ShenzhenAirport‘sinternational airroutesandcruise tourismremainsinitsnascent stage，thecollaborativemarketis still under cultivation，and integrated product development exists primarilyat the conceptual phase.Proposed strategies for their coordinated development include clarifying overarching positioning，expanding domesticand international markets，constructingamulti-tiered product system，and designing innovative promotional models.Safeguard measures encompass organizational support，policy frameworks，and financial guarantees.

一、引言

2019年2月18日，中共中央、国务院正式发布《粤港澳大湾区发展规划纲要》，提出要发挥深圳经济特区、全国性经济中心城市和国家创新型城市的引领作用，加快建成现代化国际化城市，努力成为具有世界影响力的创新创意之都；要提升深圳机场国际枢纽竞争力，实施深圳机场改扩建；要有序推动深圳国际邮轮港建设，进一步增加国际班轮航线，合作开发跨境旅游产品，探索研究简化邮轮、游艇及旅客出人境手续，构建具有文化历史、休闲度假、养生保健等多元旅游产品体系。（剩余7147字）
