Research on the Structural Dimensions ofYoung Cadres’Emergency Response and Crisis Management Capabilities Cultivated intheWork Task Force System

Abstract：Worktask forcesarewidelyusedorganizationalmechanismsthatplayasignificantroleinensuringmajor eventsand respondingtoemergencies.Young cadrescangreatlyenhancetheir emergencyresponsecapabilities inthe challenging and demanding environment of work task forces.This study takes 40 young cadres froma work task force ina district of Shenzhen，Guangdong Province，as the interview subjects and uses groundedtheorytoexplore thedimensions of emergencyresponse capabilitiesof youngcadres under thework task force training system.The research findsthat the emergency response capabilities of young cadresunderthe work task force training system include seven dimensions：emergency literacy dimension，political literacy dimension，professional abilitydimension，emergency response ability dimension，handling ability dimension，management abilitydimension，and work growth dimension.The studyclarifies the structuredimensionsofemergency responsecapabilities thatareinlinewiththe characteristics and requirementsof work task forces，providingatheoretical basis for thecultivationand improvement ofemergencyresponsecapabilities of young cadres under the work task force training system.

一、引言

习近平总书记在2020年秋季学期中央党校（国家行政学院）中青年干部培训班开班仪式上强调，干部特别是年轻干部要提高政治能力、调查研究能力、科学决策能力、改革攻坚能力、应急处突能力、群众工作能力、抓落实能力，勇于直面问题，想干事、能干事、干成事，不断解决问题、破解难题[1]。（剩余7396字）
