Abstract：The scientific allocation of theleadership of public security organs is the proper meaning of strengthening the Party’s leadership and modernizing public security policing.Through an empirical researchontheallocationof deputyleadersin294municipal publicsecurityorgans，itisfoundthatthereare problems suchas unreasonableagestructure，unbalanced genderratio，non-standardquantityallocation.Specialgrowthpath，specificwork characteristicsandinstitutional environment，skilled practice needs，and unbalanced economic and social development are the main reasons .Guiding the construction of the legal systemwiththepartyregulations，revisingtheregulationsontheorganizationandmanagementofthepublicsecurityorgans，implementingthepolicyoftheParty'scadresintheneweracanfurtherimprovethescientific level oftheleadership allocation，accelerate the formation and promotion of the new quality public security：combat effectiveness，and contribute the public security force to the solid and steady promotion of Chinese-stylemodernization.
