Abstract:Asatraditionalsocialgovernancemodelinmycountry，thecultureofruralsageshasbeenpassddownfor thousandsofyearsandhaslongbenintegratedintotheculturalbloodofruralsociety.Inthecontemporarycontextofrural revitalizationstrategyandruralgovernancemodernization，thenewtownshipsagesculturereturnstotheruralgovernancefield withanewpositioning.Thisisnotonlyacreativetransformationofthewisdomoftraditionaltownshipsagesinvilge governance，butalsoaninnovativeexplorationofprimary-levelgovernance.Byfocusingonthevalueconotation，practical dificultiesandpracticalaproachesofthecultureofnewtownshipsages,thispaperexploreshowtodevelopnewtownshipsages culture to help modernize rural governance from three dimensions.
