Abstract：Thesmartagriculturalpublicserviceplatform isanagriculturalserviceplatformbuiltwith thehelpofadvanced technologiessuchastheInteretofTings，bigdatandartifcialintellgence.Itaimstoachieveintellgenceandprecisioin agriculturalproductionmanagementandpromotethedevelopmentofagriculturalmodernization.Basedonthe"ScenarioSubjectPath"analysisframework，thispaperexplorestheconstructionprocessoftheSmartAgriculturePublicServicePlatformledby thegovermentthroughtheanalysisofthecaseofthe"SmartAgricultureandRuralAreas"bigdataplatforminChangshaCity， andspecificallanalyzeswhatgovernancescenariostheconstructionentitiesface，andhowtoseizethepolicywindowand conductpracticalexplorationofscientificplatformconstruction.Theesearchfoundthatduringtheconstructionprocessof the ChangshaCitySmartAgriculturalPublicServicePlatform，throughtheverticalandhorizontalconnectionsofkeyentitisand closecollborationofmultipleentities，thetransformationofadiscretesubcontractedagriculturalservicesystemintoanficint integrated smart agricultural public service platform has been realized.
